Ksenia Gasper, MA, is a policy analyst with a decade of experience in policy work. She founded Policy Forward in 2018.
Prior to moving to Whitehorse in 2015, I worked with federal government, private sector, and post-secondary institutions in Ottawa, Ontario. I currently work full-time with the Yukon government as a Senior Policy Analyst and am also the Chair of the Yukon chapter of the Institute of Public Administration Canada.
I believe that policy work is part of getting things done well. It means bringing the right people and resources together to honestly identify issues, set a plan, and implement solutions . It can mean deliverables (e.g. options papers and strategic plans) but it is more than research and writing.
Policy work is a specific set of skills that is meant to support problem solving in the real world. It means bringing together multiple perspectives and acknowledging differences and similarities. It means setting clear goals and resilient plans to meet them. It means looking at what other jurisdictions have tried with the understanding that it is not simple to translate a solution from one place to another. It means supporting recommendations with evidence, analysis, and planning. It means clarifying and summarizing what the subject expert (you) already knows in a concise way for decision-makers.
Good policy work is less about delivering a paper and more about being part of getting things done well.
